Add shredded cabbage, diced tomatoes, cooked rice, Worcestershire sauce, garlic powder, paprika, salt, and black pepper to the skillet and stir until combined.
Allow the mixture to simmer for about 5 minutes on low heat.
Transfer the mixture to the greased baking dish, spreading it evenly.
Cover with foil and bake for 30–35 minutes until the cabbage is tender.
