Preheat oven to 400 degrees F.
Cover a rimmed baking sheet with aluminum foil and lightly spray it with oil.
In a large bowl, combine ground beef, dried parsley, Italian seasoning, paprika, red pepper flakes, Worcestershire sauce, black pepper, Kosher salt, diced onion, minced garlic, bread crumbs, milk, eggs, and shredded cheddar cheese.
Transfer the mixture onto the prepared baking sheet and shape it into a loaf.
In another bowl, whisk together ketchup, tomato paste, brown sugar, apple cider vinegar, sweet chili sauce, and mustard until smooth.
Spread half of the glaze over the top of the meatloaf before placing it in the preheated oven. Bake for about 60 minutes or until it's cooked through.
Once cooked through, remove from oven and let rest for about ten minutes before slicing.
