Reserve 1/3 cup of shredded smoked gouda, 1/4 cup of chopped bacon, and 2 tablespoons of chopped scallions for topping.
Combine the remaining smoked gouda, chopped bacon, chopped scallions, and black pepper into the cream cheese mixture.
Transfer the mixture to an oven-proof dish, sprinkle with reserved toppings, and bake for about 30 minutes until golden brown.
Garnish with reserved scallions before serving.
Serve warm with crackers, veggie sticks, or toasted bread.
